Leo Garcia

Leo Garcia, 16, is a player and captain of Northbank FC U17. He can explain how later training sessions would affect players' school-day routines and plans for getting home. Adults on the club's board remain responsible for the proposal; Leo's participation gives him a voice without making him a municipal decision-maker. Fictional demonstration person.
